What Is AS/NZS 3760?

AS/NZS 3760 is the Australian and New Zealand Standard titled “In-service safety inspection and testing of electrical equipment.” It is published jointly by Standards Australia and Standards New Zealand and has been updated several times, with the 2022 edition being the current version. The standard provides the technical framework for the ongoing safety management of portable electrical equipment and cord assemblies in workplaces. It sits alongside WHS legislation, which mandates that workplaces manage electrical risks, and together these two frameworks create the legal and technical basis for test and tag compliance in Australia.

Is AS/NZS 3760 Mandatory?

AS/NZS 3760 itself is a voluntary standard, but it becomes effectively mandatory through WHS legislation. Regulators and courts treat compliance with the standard as the accepted way of meeting the electrical equipment safety obligations in the WHS Act and Regulations. Who Does AS/NZS 3760 Apply To?

The standard applies to any person conducting a business or undertaking (PCBU) that uses electrical equipment in a workplace. It covers all cord-connected electrical equipment, including power tools, extension leads, portable heaters, office equipment, kitchen appliances in staff areas, and any other plug-in device used at work. The standard does not apply to fixed electrical installations, which are covered by AS/NZS 3000 and related standards. What Is a Competent Person Under AS/NZS 3760?

The standard requires testing to be carried out by a competent person: someone with the knowledge and skills necessary to safely perform electrical safety testing. In practice, a nationally recognised Statement of Attainment (UEESS00174) is the standard evidence of competency accepted by employers, WorkSafe inspectors, and courts. Testing Frequency Under AS/NZS 3760

One of the most commonly misunderstood aspects of the standard is how often equipment must be tested. The standard sets out testing intervals based on the type of environment in which the equipment is used, not simply a universal timeframe. The key environments and their standard intervals are as follows.

Construction and Demolition Sites

Equipment used on construction and demolition sites must be tested every three months. These environments present the highest risk of damage to electrical equipment due to physical abuse, exposure to water, dust, and rough handling. The three-month interval reflects this elevated risk and is strictly enforced by WorkSafe inspectors on active sites.

Production, Workshops, and Environments with Hostile Conditions

Equipment used in manufacturing, production environments, or other hostile conditions must be tested every six months. Hotels, restaurants, and commercial kitchens also fall into this category for their kitchen and food preparation equipment. Equipment used outside or in environments subject to moisture, vibration, or physical stress is tested on this more frequent schedule.

Offices and Low-Risk Environments

Equipment used in standard office environments has a longer testing interval. Double-insulated Class II equipment in offices may be tested every five years. Earthed Class I equipment in offices must be tested every two years. This reflects the lower-risk nature of the office environment where equipment is stationary, rarely moved, and subject to minimal physical stress.

What Tests Does AS/NZS 3760 Require?

The standard specifies a sequence of inspections and tests that must be performed on each appliance. This begins with a visual inspection and progresses to electrical tests depending on the equipment class.

Visual Inspection

Every test begins with a visual inspection of the appliance, plug, cord, and any flexible connectors. The inspector looks for physical damage, cuts, abrasions, signs of overheating, loose or damaged plugs, and any other obvious defect. An item that fails the visual inspection is tagged as failed and removed from service. No electrical testing is required if the item fails visually, as it is already non-compliant.

Earth Continuity Testing

Class I equipment (earthed appliances) must be tested for earth continuity. This test verifies that the earth conductor provides a continuous low-resistance path from the appliance’s metalwork to the earth pin of the plug. A failed earth continuity test means the appliance’s safety mechanism is compromised.

Insulation Resistance Testing

Insulation resistance testing verifies that the electrical insulation in the cord and appliance is intact and providing adequate separation between the live conductors and accessible surfaces. A low insulation resistance reading indicates damaged or degraded insulation that could allow current to flow to a person touching the equipment.

Recording and Tagging Requirements

Every tested item must have a tag attached that includes the date of testing, the retest due date, the test result (pass or fail), and the identifier of the competent person who conducted the test. Records of all testing must also be maintained. These records are the evidence that testing was conducted and will be requested by WorkSafe inspectors during audits. Businesses that cannot produce testing records are treated as if no testing occurred. The 2022 Update to AS/NZS 3760

The 2022 edition of AS/NZS 3760 introduced several updates to test parameters, testing intervals, and equipment classification criteria.
